Haiti Electoral Council – A Tool of Containment or Scapegoat?

Is the Haiti Electoral Council, the newest tool being used by the colonial forces in Haiti – the local oligarchy, “civil society” and their foreign tutors – to contain the Black majority in status quo misery?

Exactly one year ago today, on December 8, 2015, former Haiti Prime Minister, the honorable Yvon Neptune, speaking about the Haiti Electoral Council and fake, “political consensus,” identified these as the new, extra-judicial colonial instruments, applied by the “foreign tutors who conspire to keep ultimate control over the clans,” and used to manipulate “the wretched Majority so that it never really fights its own and liberating and elevating fight.”

Prime Minister Neptune points us to this same relevant analysis, one year later, as the Haiti majority, faces, once again, the squalor of the most recent Electoral Council’s clannish and imperialists selection process. He wrote today:

“The roots of the ills that have been, and still plaguing Haiti’s inhabitants must be exposed and dealt with, without complacency. Otherwise, they’ll keep feeding the historical clannish workings of the components of this human agglomeration until it loses all capacity to transform itself and organize its geographical environment for a common good and purpose.”  – Yvon Neptune, Former Prime Minister of Haiti, December 8, 2016

Exactly one year ago, former Prime Minister Yvon Neptune identified “the roots of the ills plaguing Haiti’s inhabitants,” as follows:

“Undemocratically induced and provoked transition or tabula rasa? That’s not new in Haitian politics; the point is how and when that has ever furthered democracy building in Haiti? So-called “consensual” government; and soon trust in the proclaimed wisdom of “consensual” Prime Minister Evans Paul is in doubt and in limbo. His capacity to prod parties in conflict to reach compromise is now in question; faded memory of the process that led to his selection as PM, and praises he got then from almost all the Haitian clans – political, business, human rights, media etc.

Transition/tabula rasa!!!??? For what purpose? In whose interest? Who are the planners: the same historical clans manipulating the wretched Majority so that it never really fights its own and liberating/elevating fight? And the same foreign tutors who conspire to keep ultimate control over the clans and/or keep them in check?

The crux of the matter is: why are Haitians in power and those longing for it so ready to disregard the law and to defame legal/constitutional authorities whenever that suits them? A culture of trust never exists between and within clans — there’s no sense of common interests where survival of the fittest is the norm.

True democratic participation and government are the result of regulated continual interplay between those in charge and those who freely elect/choose them, directly/indirectly. It’s a long process of education and apprenticeship in the sowing of the seeds of democracy, making sure the soil always receives adequate nutrients so that the roots, tree and climate stay in synergy. The clans that make up Haitian “society” are not yet willing to alter, even gradually, their traditional ways of relating to one another and to the land that sustains them. So, the actual Electoral Council has become the scapegoat of this historic social, political and economic squalor.” — Former Prime Minister Yvon Neptune, December 8, 2015
